Investment Reform Index (IRI) Project

The IRI Project is developed in the context of the Investment Compact for South East Europe.

The Investment Reform Index (IRI) is a tool for the SEE countries to measure and communicate progress on key dimensions of investment policy reform. The IRI’s main objective is to encourage the investment reform process, and it is also an important communication tool to the investor community.

The project is led by a team from the OECD Investment Compact and involves local consultants, who are working closely with the national authorities and the private sector.

The Center for Economic Development is designed to be the IRI local consultant for Bulgaria. In the framework of the project experts from CED prepare a detailed report regarding the priority dimensions of the investment reform and complete the country measurements for each policy area.

The IRI will position SEE countries relative to other countries and international standards and will show the degree of progress for one country over a defined period of time. The evaluation will be conducted on a bi-annual basis and will have the following characteristics:

  • The evaluation is done by a tripartite team of country economic teams, private sector and the OECD using all available data (internal and external).
  • The dimensions of the investment reform are as follows: investment policy, anti-corruption, tax policy, competition, regulatory reform, trade policy and human capital.
  • The evaluation system is based on scale of 1 to 5 with 5 representing best international standard.
